This report examines this question with a view to making consultations with the public more effective. Part 1 addresses a framework for empowering people participating in the process of assessment and care management, examining the principles underlying forming partnerships with people, identifying who needs to be approached and looking at how care management can be defined and related to empowerment. Part 2 describes the core skills identified in the research and development literature on community-based approaches to social work practice and service delivery, work published by the Race Equality Unit on the Black perspective on community care, outcome research in 'helping relationships' (including counselling and family therapy) and the Social Work in Partnership Project.
